Federal Personal Status Law: the current federal framework for matters within its scope

Federal Decree-Law No. 41 of 2024 issued the current federal Personal Status Law and replaced Federal Law No. 28 of 2005 for matters within its scope. Its commencement provision links entry into force to six months after publication in the Official Gazette. The attached law distinguishes its scope, jurisdiction, family guidance, marriage, separation, maintenance, custody, guardianship, wills and estates.

This does not mean every family in the UAE follows one identical route. Party status, religion, nationality, residence, the marriage, any permitted choice-of-law question, existing proceedings and the relief sought may matter. The federal civil personal-status framework for non-Muslims and the Abu Dhabi civil-family framework remain legally distinct from Muslim personal status under Federal Decree-Law No. 41 of 2024.

Dubai conciliation framework: family guidance and reconciliation

Dubai Law No. 9 of 2025 amended the framework governing conciliation in Dubai. It identifies family disputes for proposed conciliation through the Family Guidance and Reconciliation Committee, preserves categories in which conciliation is not proposed, regulates conciliation agreements and addresses when a claim requiring prior conciliation may be registered with Dubai Courts.

This development is relevant to Dubai family-guidance content, but it should not be generalised to every emirate. UAE professional media and promotion standards

Cabinet Resolution No. 9 of 2025 approved the Code of Ethics for the Legal Profession and Legal Consultation Profession. Its media, social-media and promotion provisions require, among other matters, respect for privacy and confidentiality and avoidance of misleading promotional material. This affects how legal commentary, lawyer profiles, media appearances and service descriptions are presented on this website.

The code does not authorise outcome claims, invented experience, disclosure of a client matter or commentary that may confuse the application of legal texts. The Media and Commentary page therefore lists only attributable, verified material and explains the conditions for a media request.

What a dated legal update should tell you

A useful update is more than a headline saying that a “new law” exists. It should answer:

• Which federal or local authority issued the instrument?
• What is the exact number and title?
• When was it issued, published and brought into force?
• Does it repeal, amend, supplement or implement an earlier rule?
• Which people, cases, courts or emirates are within scope?
• Are there transitional provisions for existing cases, agreements or orders?
• Does the change concern substantive rights, procedure, evidence, enforcement or an official service?
• Is an implementing resolution, court rule, service guide or official form still required?
• Which official language text controls if a translation differs?
• When was the website explanation last checked?

An announcement date is not always an effective date. A government news release may explain a measure but does not replace the enacted text. A law may require regulations before part of the practical process is clear. Existing judgments and agreements do not automatically disappear because a later law is issued.

Family-law routes are reviewed separately

Please provide enough detail to verify the point without sending your private case history. A strong correction report includes:

• whether the concern is legal, factual, translation-related, accessibility-related or a broken link;
• the direct official source URL;
• the instrument and article or service section, if known;
• the source’s issue, publication or effective date;
• a short explanation of the conflict; and

Do not submit a competitor article as legal authority. Do not upload a complete court file, child record, passport, intimate image or confidential settlement to prove a general content point. If the issue arises from a judgment that is not public, ask for a suitable private intake method before sending it.

What happens after a correction is received

The reported text is compared with the current official source, its commencement and amendment history, and any relevant federal or local implementation material. A translation question may require checking the Arabic text. A procedural point may require confirmation from the competent court or authority because online services, forms and fees can change independently of legislation.

If the published statement is materially wrong, the page should be corrected with a fresh source-check date. If a change affects several pages, connected content should be reviewed rather than editing one isolated sentence. Where the position is uncertain, the page should say so instead of presenting an assumption as settled law.

A report may not lead to a change when the cited material is not authoritative, applies to another legal route, has not commenced, has been superseded, or does not support the proposed wording. Privacy and professional duties may prevent a detailed public response about a reported case.
